I have the honor to report that, the condition of the Freedmen in this County is not all that could be desired.

The White Citizens are very poor and cannot hire and pay them.

These who would employ them, have neither horses to transport anything to market, and nothing to sell, therefore very many Freedmen have been settled on land to work it and pay to the owners of the land one fourth of the crops made. the result is that many are settled, and now have neither horses, farming utensils, seed, or any
