   I have the honor to submit herewith any monthly report for March 1866.
In the early part of the month fears were entertained by the Civil Authorities of an outbreak among the freedmen. Large numbers of colored soldiers had been discharged, and many of them were reported to be armed.  On the night of the 6th of March a number of whites attacked a bar room on Wide Water Street kept by a freedmen named Baker, and after destroying every glass in the building, broke open the door, and in a few minutes made a compete wreck of all the property within their reach, inflicting a loss on Baker of over one thousand dollars.  A sum of money amounting to three hundred dollars was taken away.  Two whites were arrested next day, as being concerned in this riot, byt  after a most thorough examination, I was unable to secure enough evidence to convict
