Genl,
I have the honor to forward the enclosed Reports as being the only ones which I have to furnish there being no property as yet for which I am accountable. I am happy to state that everything in connection with the Bureau is working well so far. The Bureau furnished Rations on my recommendation to only four of the Freedmen in fact the Freedmen of this county think it quite derogatory to good character to  be in any manner dependent on the Government.  I am also happy to state that there is a feeling of industry awakening among the Freedmen. There is also the best of feeling existing between the Whites and colored people in all the difficulties with one or two exceptions which have been referred to me for adjustment have been between the Freedmen themselves.
