Buchanan, Wise, Scott and Lee, and as I have no means of transportation nor am I allowed to take up any U.S. Horses for the use of the "Bureau" it is utterly impossible for me to comply with the provisions of the order, or to attend to any of the above mentioned cases except such as happen in the town in which I have my office.

I also have the honor to report that I have been here for more than three months and have not yet recd any money to pay the expenses of my office; I have forwarded something over $100.00 in that time (as fees for contracts &c and fines for  misdemeanors) and would respectfully ask that I may use the funds which I collect for that purpose or have some money sent to me.

The Freedmen are getting along orderly, quietly and generally well, the disturbances are few and not of a serious character.
