Sale of horses.

By recent orders the Q M Dept sold horses and mules which were rented out to the "Freedmen" in this County, which was a severe blow. many of them having rented land under the supposition that they would be allowed the use of a government horse, and at the season when it was most needed, they were deprived of the same. they had been repeatedly notified that the government would no doubt soon "call them in" but they did not pay proper attention to the notice, and were consequently left almost powerless, daily applications are made at this office, for the loan of a horse to break up their fields, but I am unable to accommodate them all. But a short time since a case presented itself in which I was much interested. A strong fine looking "Freedman" made application for a horse and on being informed he could not be accommodated
