Last year this office had under its charge twenty two farms and it is the exception where they were able to pay the full amount of rent without causing suffering the land rented very low. Orig; for one quarter of the crop or from two dollars to three dollars per acre, the government also loaned them teams seed, farming implements etc, and yet the result is evident, this year this assistance is almost entirely cut off and I fear that suffering will ensue. A large number of "Freedmen" will be out of work this season, particularly women and children. A government farm was cultivated by the Bureau last year which gave employment to many, but no such work will be offered them this season.

Manufactories. 

If some wealthy philanthropist could be induced to start a manufactory of some kind at this place, labor could be obtained very cheap and with the protection and if need be the assistance of the Bureau. I am satisfied that he could
