   I have the honor to report pursuant to Circular No 6 from your Hd Qrs of Jan 29 1866, that the condition of Bureau Affairs in the Sub. Dist of Charles City Co. 9" Dist Va. is in most respects, favorable.  The state of feeling between the whites and freedmen remains much the same as during the past month.  Most of the better hostility towards the freedmen is found amongst the lower class of whites, although the prejudice of the higher class against the inferior race is still strong and will, probably, for a long time to come, preclude a willing disposition, on their part, to  accord to them their full rights before the Law, while, on the other hand, a disposition is, by no means, wanting to impose upon them an equal share in the burden of supporting the civil government of the County, as is clearly shown in the vote to defray the entire expenses of the County by a "poll tax" of three dollars ($3.00) per man levied upon all males over sixteen years of
