I have the honor to report in compliance with Circular No. 12 dated Office of the Supt. 10th Va. Dist, Fredericksburg February 14th 1866 the condition of Bureau affairs in the county of Fauquier Va, state of feelings &c existing between the whites & freedmen.

The Freedmen are doing much better then I supposed they would under the circumstances they are as a class at this time industriously employed and considering the extreme impoverished condition of the county are being very well paid for their services.  Yet the whites are still disposed to say the "nigger won't work unless you drive him &c"
