In compliance with Circular No 6. Head Quarters Asst. Commissioner, Bureau of Refugees Freedmen & Abandoned Lands. Richmond Va, dated January 29th 1866. I have the honor to report that the affairs of the Bureau are in a good condition, I think in time the hostile feeling of the whites against the blacks will be almost if not entirely eradicated. The Freedmen in some cases have violated or attempted to violate their contracts, but a word from an officer of the Bureau is sufficient to set them at work again, even in cases where they have made only a verbal contract. In some cases the corn raised by the Freedmen last year is almost gone consequently the demand for rations untill this years crop is gathered will be on the increase.
