Sir:
I have the honor to report in compliance with circular No. 6. from your office directing monthly report of freed-
men's affairs etc. that the freedman generally understand their rights and duties very well and are flourishing. They do well enough when they are treated well. White people hate to see them prosper as a rule and do all they can to hinder them. But this thing is losing ground. I can see the effect of the "civil rights" Bill plainly already. It has brought a sort of substantial security to refugees & freedmen that even the Bureau (with a prospect of soon ceasing) did not afford, and their situation has improved accordingly.
