I have the honor to submit a report as required at the end of each month. in doing so. I will be brief, as everything has been so quiet during the month, that I have had little, almost nothing to do. Few if any complaints of any kind have been made at this Office: labor is in great demand fifty cents per day being offered. or $10.00 per month.

The only dissatisfaction I hear among the freedmen. has been among those who were hired contrary to their own wishes to men that they did not want to live with, this was accomplished by threats, to punish, by tying by the thumbs, sell to the lowest bidder &c. and the officer being almost constantly under the influence of liquor. was made a tool of by those who wanted hands, and at their own prices: cases like these are the only ones now causing trouble. 

A few criminal cases which should have been attended too by the civil authorities, have been neglected: they claiming that they had no right to take up business of that kind. that the Order
