I had in my possession, was not sufficient, that they should have been notified. Officialy from Head Quarters. I will make a copy of the order, and lay matter before the County Court at the next sitting, which will be this week.

I am of the opinion that the sentiments of the people. are undergoing a change and they will soon learn to regard the negro, as being free. &c. the passage of the Civil Rights Bill. I think is the cause of the change in sentiment, and is having a good effect. on all.

In compliance with Circular No. 10 dated at Richmond March 19th 1866, I have been busy registering colored persons. who were cohabiting as man and wife on the 27th of Feb./'66 and have already obtained over half of the names of such persons. in the County: I advertised and they are reporting promptly and cheerfully. as my orders require: said registry will have a good effect on the morale of the negros: I carefully read the law to them. and take pains in explaining it to them, so that they may fully understand it. and its penalties.
