In accordance with Circular No. 6. dated Hd. Qrs. Asst. Comr. State of Va. Janry 29th/66, I have the honor to submit the following report of the condition of Bureau affairs in this County.

By the expressed desire of the County Court and of the Freedmen, The Freedmen's Court of this county is organized to consist only of the Asst. Supt. R.F. & A.L.; the majority of the cases arising before him is for wages from Apr. 3d to Dec. 28th/65 and of these many of the complainants are either so old or are shown to be so generally worthless as to be worth little or no more than their food, quarters and clothing. The people have shown a marked willingness to compensate fairly their former slaves for their labor since the capture of Richmond.
