to conform to all laws, and regulations of the Bureau, and a general spirit of industry and in some cases of enterprise is now being evinced. Although I notified the Freedmen of the County in February 1866. to appoint a commissioner to act in their behalf on the Freedmens Court, they did not appoint one, and on the 24th of April by your suggestion I appointed one for them a man who I am persuaded who will be very efficient. The feeling existing between whites and colored is of a very amiable nature. I find as a general thing that the whites are anxious to do what is just by the Freedmen, if any I think the colored are the most exacting. There is a great deficiency in Schools for the children of the Freedmen, there not being one in this County and not a single building in the whole county suitable for a School. It appears that teachers could be more easily obtained than suitable Schoolrooms. I would reccommend that at least four be erected in this County in each of which there could be assembled at least 400 Scholars. In very few cases I find the freedmen willing to hire their services for longer than for one day. in every case nearly they want to rent land for a certain share of the crop. In this county they pay the fourth part, and are paid for all improvements placed upon the land which are permanent, and I am happy to State that nearly all the land in
