General.

I have the honor to submit herewith monthly report of "the condition of affairs" in this county.
The operations of the Bureau are, thus far, meeting with encouraging results. The freedmen appear to be slowly but surely approaching a proper understanding of their moral and social status as evinced by growing habits of industry and thrift and a juster appreciation of the requirements of ordinary busines transactions.
The greater portion of the land held by the Bureau is under cultivation as also considerable tracts rented to Freedmen by origonal owners.
The Freedmen generally appear to be willing to pay a fair rent for their land, but much trouble has been occasioned, by the ill advised representations of professed philanthropists, to the effect that such land should not be subject to rent, as it
