would eventually revert to the Freedmen.

The general health of the county is excellent. Some small pox has appeared, not sufficient however to create uneasiness.  Proper sanitary precautions have been adopted, anticipatory of the warm months. A general system of policing has been enforced, and occupants of houses and lands are held to a strict adherence to such orders as have been deemed requisite.

The schools, (day, night and industrial,) are in successful operation, furnishing instruction to about 1820 pupils.

The civil authorities have, thus far, almost entirely failed to carry out the provisions of the order restoring jurisdiction in criminal cases.  In the majority of cases referred from this office, action has been greatly delayed owing to the fact that, the civil authorities have neither the force with which to make arrests, nor a place for the confinement of prisoners. Assurance however has been given of active measures, at the coming session of the county court (May.66)
