I have the honor to state the Bureau affairs in my Sub. Dist. are progressing very quietly; the Freedmen generally are at work and very seldom any complaint is made to me of difference between them and their employers. Contracts so far have been generally respected.

I think many of the people do not feel as well inclined toward the Freedmen as they did a month or two ago, in consequence of the recent action of Congress in passing the Civil Rights Bill; the whites do not like to acknowledge any rights of a negro, which they can possibly avoid.

I know of nothing else bearing upon the welfare of the freedmen at present.
