Hd. Qrs. Asst. Supt. 8th Dist. Va. Salem, Roanoke Co. Va. Apr 30./66 Col. O. Brown, Asst. Com. Bureau of Freedmen &c. State of Va. Col I have the honor to state the Bureau affairs in my Sub. Dist. are progressing very quietly; the Freedmen generally are at work and very seldom any complaint is made to me of difference between them and their employers. Contracts so far have been generally respected. I think many of the people do not feel as well inclined toward the Freedmen as they did a month or two ago, in consequence of the recent action of Congress in passing the Civil Rights Bill; the whites do not like to acknowledge any rights of a negro, which they can possibly avoid. I know of nothing else bearing upon the welfare of the freedmen at present. I am Col. Very Respectfully Your Obt. Servt. Hiram S. Hunt Lieut and Asst. Supt.
