I have the honor to make the following report in relation to the affairs of the "Bureau of Refugees, Freedmen and Abandoned Lands" - Viz.

The freedmen themselves are getting along remarkably well - and - unless when disturbed by some of the lower class of whites - have very few differences with white citizens; the turning of all criminal cases over to the civil authorities works well and I have had no case of oppression - or refusal to take the testimony of the colored man as yet - although I have heard some threats that certain magistrates would not allow a negro to take an oath before them.
