Fincastle Botetourt Co. Va. April 30th 1866 Gen O. Brown Asst Comm. Bureau of R.F. &c Richmond Va Sir: I have the honor to report that I have just arrived here consequently have not had time to thoroughly ascertain the state of feeling existing between the whites and Freedmen. But from information derived from a reliable source, I am constrained to believe that there is a class of the whites very bitter who are determined to cheat and defraud him, and to deprive him of every possible right. There are however a few unconditional Union men here, who are friends both to the Freedmen and Bureau, and who are determined if possible to give them justice I am Very Respectfully Your Obet Srv'et B.F.
