Captain:
In obedience to Circular No 6 from your Head Quarters. I have the honor to report,that Bureau Affairs in this Sub District are in a somewhat unsatisfactory State: an opinion has obtained among the Whites, that under the influences of the recent Proclamation the powers of Military Officers have been withdrawn,and that Circular No 10. from your Hd Qrs. transfers all Freedmens cases to the jurisdiction of the Civil Authority- Though I endeavored to disabuse their minds of that impressionI am meeting with poor success, as they seem to be anxious to ignore the authority of the Bureau altogether. During the recent sitting of the Circuit Court at this place I noticed that in the speeches of the Lawyers the power of the Military and of the Bureau was spoken of as being a thing of the past.
