In compliance with the requirements of Circular, No. 6, from the Head Quarters of the Asst. Comr. of Virginia, I have the honor to report that the condition of Bureau affairs, and the state of feeling existing between the white citizens and the Freedmen, in my sub-district, have undergone no noticeable change since my last report.
