In compliance with Circular No 6. Hd Qrs. Asst Com'r Bureau R F and A L Va Richmond Va January 29th 1866, I have the honor to report, that the condition of Bureau affairs in this Sub Dist. are quite satisfactory. Although at present there seems to be a great uncertainty on the part of our Citizens, as to the powers vested in Asst Supts &c

A great many of them, emboldened by different circumstances, have become proportionally insolent, and more arrogant in their bearing towards the Freedmen.

Among the more intelligent portion of the Whites the feeling is decidedly good.

There is a great falling off in the No of cases tried by the Freedmens Court. Nearly all cases for wages &c seems to be settled, and all parties are hard to work on their crops.
