I notified the Freedmen to meet at the Co seat to acknowledge the marriage relation as per Circular (No 11. Dated Richmond Va March 19th 1866) on the 15th inst. about two hundred & ten couple were present  I send the act of the Va General Assembly passed Feb 27th 1866. & also the instructions from O. Brown Col & Assistant Commissioner  The Freedmen appeared to well pleased with the act & the orders & my explanation  Many of the leading citizens thought it was all [[?]] & very unnecessary  others of the leading citizens thought it was all right.  I have turned over two criminal cases. as per Circular No 10.  The first was not brought to trial but compromised. by the parties   it was a case of assault.  The Second was a case of Bigamy.  I believe the County Court dealt with the case fairly.  The man was acquitted.  Ex Reb Genl Kemper  defended the case  He told the court that they ought not to admit such cases of Niggars in court,  That the law Stunk in the Nostrils of the people of Va.  Was very abusive of Northern men, & said the niggar was better off with as many wives as he choose, &c.  Kemper was very much applauded by the people.  No open acts of disloyalty have occured this month  The General feeling to the government is hostile.
