I have the honor to make the following Report in compliance with circular No 6 dated Hd. Qrs. Asst. Comr. Bureau R.F. and A.L. Richmond Va January 29th, 1866. There has been but little change in the condition of Bureau affairs since my last Report. I have been informed by many persons who are employing Freedmen that they once owned, that much more labor is performed by the same number of persons than was ever done under the old system and they also require less attention than formerly. Some complaints have been made that the Freedmen are not attentive to their duties and required a great deal of urging, but
