I have the honor to submit herewith my monthly report in regard to the condition of the Freedmen; state of feeling between the two races, their prospects &c. &c. in this Sub-Dis. viz- All matters pertaining to the Bureau here are continuing quietly and with as little trouble as could be expected, there is however a disposition upon the part of a good many of the Freedmen to neglect their duties, loose time unnecessarily, and thus violate their contracts. which requires an exercise of authority to restrain.  After a fair and clear investigation of all violated contracts between the white citizens & freedmen I find that three-fourths (3/4) and more are on the part of the Freedment. Generally the people are dealing
