Office Asst. Supr Bureau R.F.& A.L.
Buckingham Co. Va. April 30. 1866

Captain Jas A. Bates
Actg. Asst. Adjt. Genl.

Captain
I have the honor to report the conditions of Affairs in this county during the month of April 1866. The feeling existing between the whites and Freedmen at the present time is good. the majority of the whites are doing all they can to assist the Freedmen to make an honest living. the freedmen are doing remarkably well and endeavoring to make a crop.

The number of Rations issued to Destitute Freedmen are comparatively small, for the number in this County. but will necessarily inrease until a crop is made -

Only one criminal case have been brought before the Civil Authorities
