In obedience to Circular No 6. Bureau of R. F. & A. L. dated Hd. Qrs Ass't Com'r State of Virginia, Richmond, Jan 29th 1866 — I have the honor to submit the following Report of the condition of Bureau affairs in this Sub-district

I relieved Lt Louis Ahrens. V.R.C. Asst. Supt. of this Sub-district, on the 6th of April 1866, and as this duty was new to me, it was some time before I became conversant with the business details of the office.     No record of any kind had been kept by my predecessor, and as I was compelled to grope my way, I made slow progress — therefore I was unable to make such a thorough tour of my district, as I think is required to collect material for a full monthly report, or for the proper administration of my official duties. — 

To compensate for this disadvantage, I had recourse to a plan for supplying the necessary information; which I hope will be accepted in part, as substitute for primary evidence.

I addressed a series of questions to the leading planters of the counties with request to reply, giving their own views, on the subject of free, labor, the condition of the freedmen, and the feeling between the two classes.
I enclose herewith a copy of these questions, with some of the answers thereto —    Of course, these planters and interested parties,
