I have the honor to Report that "Bureau Affairs" in this Sub Dist progress slowly if at all. On recieving news of the veto upon the Freedmans Bureau Bill some evil disposed person name unknown cut the flag halliards at this place on April 5th. The Young men collected opposite my residence and sang Rebel songs until a late hour refusing to desist notwithstanding my request to that effect, as "now Peace is declared and we can do as we have a mind to" besides "you have nothing to do with white men the same thing has occured frequently since, and cheers are given "for Jeff Davis" though generally followed by "Hurrah for Johnson"

April 17" a number of men stopped two freedmen going to Mt Jackson to teach school, maltreating them though not inflicting any serious injury, saying "no niggar school teacher could come there" I ordered the Principal to
