Since my last report, about Seventy five case of complaint have come before me for adjudication, which have been placed upon record, besides many others of a trivial character which have been settled without the necessity of reducing them to scrutiny.

The colored people of the Sub District generally, have been able to enter into contracts with the farmers to the mutual advantage of both, and with some few exceptions in which they have been annulled at the request of the parties themselves, these agreements are being faithfully carried out; in one or two instances where the freedmen have shown a disposition to become dissatisfied with their contracts, from trivial or insufficient causes, they have been returned and directed to comply with them until the expiration of the time agreed upon 

In the early part of the month, I visited Highland Co, in obedience to instructions from Maj Gen'l Terry; during my stay of three or four days in that County, I ascertained from reliable authority that the number of freedmen in the county did not exceed One Hundred, and that these were very generally
