The Freedmen in this district are now in a very good condition, with the exception of those who have congregated at Harpers Ferry I refer more particularly to women with small children who have no husbands. This class will be dependent upon the public for some time to come. They are now well cared for, being well supplied with clothing. The children of this class of dependents are generally going to school. There are no able-bodied Freedmen drawing rations at the present time, and no disposition on their part to ask for rations; they are disposed to work and are rapidly settling down at permanent employment. The schools are in a thriving condition and much effort is made to obtain regular attendance. There is very little sickness, and the Freedmen are whitewashing and cleaning their houses. The civil
