[[stamp]] STATE OF VIRGINIA. BUREAU OF R. F. & A. L. RECD. HD. QRS. ASST. COMMISSIONER. MAY 10 1866 [[/stamp]]

he did not think it safe to come until all the others had been- such things show the real state of things protests of loyalty and outward show by former active rebels to the contrary - I feel I am just tolerated - I want to do the freedpeople justice but they are mostly afraid to be seen talking to me none of them like to speak out and tell the truth for fear of the whites, and it would be an utter impossibility to convict a white man of any assault on a black an intelligent black a few days since told me of an assault made upon him some time last winter - the parties were brought up but none of the whites who saw the fight would acknowledge it.

What can I do, perhaps I do not understand the working of the Bureau - I have never been accostomed to any such thing_ but I feel almost powerless_ I keep company chiefly with myself and try to get along smoothbly_ If you can give me any advice I should feel much indebted.

Yours Respectfully
Geo. T. Cook, 1st Lt. A. Supt.
