blacks has been administered by the Civil authorities. On investigation I have been unable to make out any positive case of injustice, though several complaints of colored persons against whites are still awaiting trial.

I respectfully invite attention to the large decrease in the number of rations issued in Norfolk County. In March there was issued 8618 rations to destitute freedmen. In April but 8600, showing a saving in one month of over five thousand rations. In May a still further reduction will probably be made. It is not believed that any suffering has occurred in consequence of this reduction, and but very few now apply for assistance, who do not obtain it.
