Capt,
I have the honor to report that the Freedmen of Prince George Co., are industrious, orderly and working hard to make a crop this Summer. The White citizens are generally well disposed towards the Freedman. 
I respectfully represent to you the poverty of this County. White citizens and Freedmen equally need assistance. 

I find great destitution among the Whites. They have no aversions of the poor. 

The Freedmen have in most instances taken land to cultivate, paying for its use, one fourth of the crop made,
