In compliance with instructions contained in Circular No. VI dated Bureau R.F. and A.L. Head Quarters Asst. Comr State of Va Richmond Jany 9th 1866
I would most respectfully submit the following report of the affairs connected with the Sub. Dists. of Richmond and Sidney for the month of April 1866.

The number of ration tickets issued by both Sub Dists. will average 400 per week, a decadence of 600 within three months. Strict surveillance is observed and only to those who have a Surgeons recommendation are Govt. rations issued, to all others Soup rations of an excellent quality are afforded. Quite a large number of Freedmen located in differant parts of Henrico County are receiving temporary support in anticipation of their crop, but in no case
