Pursuant to Cir. No 6, dated Head Qrs. Asst Commr. State of Va. Jany 29th 1866. I have the honor to forward the following report in regard to the workings of the Bureau.

Feelings between the Whites and Blacks. 
In regard to the feelings between the Whites and Blacks, I can but repeat the statement of my former report that they are far from amicable: the preponderance of the black population of the county, over that of the white, suppresses to a great extent the sentiments of the latter, but most of the remarks one hears in reference to the "Freedmen" consist of contempt and ridicule of their mental inferiority, and physical disadvantages; prophicies of their utter inability to provide for themselves, unwillingness to work &c. &c.
