building at this place, once per month, where they pass their enactments but, were their any resistance to their laws, they would be unable to enforce them, without outside assistance. The Asst. Supt of this County is called upon daily, to settle difficulties on the different farms.—by request of the owners,—who, state that the negroes, will pay no attention to them, treat him with no respect &c: by seeing both parties, explaining the relative position of each, &c. no difficulty is generally encounted in settling the disputes. The whites here acknowledge, without reservation, that the Bureau is an absolute necessity, the preponderance, of the black population over the whites being so great in this county.

Who perform the labor.
So, in whatsoever portion of the County you desire, you will see the sturdy arm of the black man, at work: there will be an immence crop this year, if the season is favorable, and next fall, it is hoped, that the "Freedmen", in this County, will be more comfortably situated.
