of just indebtedness since my assignment here

The conduct of the Freedmen has been such as to remove in a great degree the prejudices existing against them, and I think all the better class of the citizens in this county are inclined to deal justly in every particular with the Freedmen, and only the idle and dissolute, called here poor whites, and who are for the most part very ignorant seem determined to ignore the fact of a colored man being entitled to any justice. The small pox is fast dying away no new cases have been reported for several weeks, and there are but 18 in the pest house, about half of whom belong to Accomac Co. There are two schools in operation with an average attendance of about 125 scholars, one school house was burned during the month, the property of the county.
