Resolved that the Council, having maturely considered the communication of Lieut Merrill in relation to the freedmen now receiving relief from the United States authorities, are of opinion and so declare that it is inexpedient for the Council now to undertake to provide relief for the said freedmen; but that whenever the said persons shall be placed under and governed by the same laws to which the white man is subjected, it will not only be the duty, but the pleasure of the Council to provide for this class of our population.
