I have the honor respectfully to report as per instructions of Circular No 6 Hd. Qrs. Asst Comr, Richmond Va, dated Jan 29th 1866. That the conditions of the Bureau Affairs in this Sub Dist, are in as prosperous advancement as the exigencies of the transient State of the colored people will allow. The feeling of confidence on the part of the Whites and Colored, I think is greatly on the increase. I have endeavored to impress the necessity (as far as possible.) on the colored people, to at once, adhere, and from those habits, absolutely necessary to prosperity and the majority are doing very well indeed. Some of the ministers of the Gospel preach particularly to colored congregations, on different parts of the county, once in four weeks - but owing to sparsely settlements, preaching is not very regular anywhere to any class.
