In forwarding the usual monthly report as called for in your Circular No. 6 C.S. dated Richmond Va. January the 20" 1866. I have the honor to state, that the state and condition of the freed people being to be dealed with as with the whites before Civil Authority has given much satisfaction to the white Citizens of this County, they commence to have more confidence not only to Civil Authority but to freedmen and freedmens Bureau to. I am allmost feel me authorized to say, that the good condition and feeling in general in this part of the Country, increases every day to the best of both parties, white and Colored. It allmost is no disputing here, freedmen as employes does in general perform their duty to the satisfaction of the employers; while the later in the meantime tried to do his part of the Bargain to the satisfaction of the former, in every but the part of cash payment; which part by the most parties seems to be neglected; in reason of scarety of money
