In compliance with Circular No 6 Dated Hd Qrs Asst Comr Va Richmond Va Jan 29th 1866 I have the honor to report the affairs of the Bureau to be very encouraging. The Freedmen are at work and doing very well, very few complaints of of their not fulfilling their contracts and those are easily rectified. The corn is about all planted and is a large crop. Fences are being put up. Citizens begin to feel Easier about the freedmen and say they are happily disapointed Those who predicted that the freedman would not work say that they are astonished to see what has been done. 

Only one case of criminal proceedings has occurred this month all parties being freedmen. One freedman shot another in the hand and has had a hearing before the county court and send on for trial to Circuit Court  Everything about the affair was fair.
