Office Asst. Supt. Bureau R.F. & A.L.
4th D. Va Louisa Court House Va
May 31 1866

Brevet Major James A. Bates AAAG
Bureau R.F. & A.L.
Richmond Va.

Sir:
(In regard to Bureau affairs in this county I have the honor to report that no disorder has occurred since my report of the affair of the 14th inst. As near as I can understand Justices of the Peace are averse to hearing the complaints of Freedmen against whites. The Freedmen are behaving themselves remarkably well, and submit quietly. I don't have many of them complain to me, of late.) Very few contracts are being made.

Very Respectfully
Your Obedient Servant
James Ashworth
Capt. V.R.C. & A.S.
