Warsaw Va. May 31th 1866, Ayres H.K.W. Lieut and Asst Supt,. Reports the conditions of Bureau affairs - states the state of feeling existing between the white and Black is not very amicable- Believe were it not for the presence of military power in the Dist serious disturbances would breakout.
