Reports the conditions of Bureau affairs - states the state of feeling existing between the white and Black is not very amicable- Believe were it not for the presence of military power in the Dist serious disturbances would breakout. The white denounce the Freedmen's religious gatherings- The Blacks are striving to do  thier best in the way of sobriety and industry.
