General: 
I have the honor to make the following report in compliance circular No 6th dated January 29th 1866 from your Hd. Qur's.:
The existing feeling between the whites and Blacks is not very amicable although there has been no serious demonstrations, still I believe were it not for the presence of military power in the Dis't serious disturbances would break out. The whites are continually denouncing the Blacks for the most frivolous, offences. They denounce their religious gatherings and some seek to persecute them upon every available opportunity. The Blacks on the other hand, with but few exceptions, are striving to do their best in the way of sobriety and industry. Of course their are some Blacks as their are plenty of whites here, who are evil disposed, but I have it to say in [[strikethrough]] thse[[/strikethrough]] the case of such Blacks, almost without an exception they are set on to so act by evil disposed - Whites.
