Bureau of Refugees, Freedmen and A.L. Office Asst Sup. Warwick County Va Newport News May 31st 1866 Genl S.C. Armstrong Sup 9th Dist Virginia Fort Monroe, Va. General, I have the honor to state that as a general thing in this county as far as the Bureau is concerned, is working in a most satisfactory manner. I have lately been over the County, and the Freedmen are generally industrious and energetic, working with their scanty means to a very satisfactory end. The feeling existing between the Whites and Freedmen appears to be cordial, so that I have experienced but very little trouble in administrating the affairs of the Bureau. I have taken particular pains to enquire of some of the leading citizens
