Hd. Qrs. Asst. Com. Va., I have the honor to submit report of "the conditions of Bureau affairs" in this county. The general condition of the County as to the cultivation of lands, rents, the condition of the various schools, health &c has not materially changed since the date of my last report. The state of feeling between the freedmen and whites, however, has not, I fear improved. The discontinuance of the Freedmen's Courts, having compelled the freedmen to see such redress from the civil authorities as he has heretofore received from the Bureau, much dissatisfaction is created from the fact that in the great majority of cases referred to them, the civil
