General:

I have the honor to report in compliance with Circular No 12 dated Office of Supt 10th. Va. Dist Fredericksbg Va. Feby 14th. 1866, the condition of Bureau Affairs in the County of Fauquier for the month of May/66.

The feeling existing between the whites and freedmen is now and has been during the month, as favorable as could be expected under the circumstances. No complaints of abuse have been made to me by the freedmen – and but one case of violation of contract by the freedmen has been reported to me for investigation and that case was not found to be the willful fault of the freedmen. It is conceded by very many of the farmers who have freedmen employed that only fears they have of the freedmen becoming dissatisfied with them are that farmers who did not hire by the year are now offering higher wages then could be paid by the year
