by them.  this it is thought will cause dissatisfaction and cause many of the freedmen to move away from there. Thus it will be seen that the trouble is not to be charged to the freedman but to those who would cause them to be dissatisfied.

I have explained to farmers having freedmen in their employ that if any case occurred of the enticing away of such employees [[strikethrough]] that [[/strikethrough]], they could obtain redress in accordance with act of Genl Assembly of Va passed Feb 20th/66 and published in par 2nd of Circular No 17 from your Office dated May 7th/66 

The case cited above of violation of contract was occasioned by a white man offering the freedmen higher wages - and this is the [[strikethrough]] is the [[/strikethrough]] most to be feared of anything else. as a cause of trouble between the farmers & freedmen - in the future_I have called meetings of the freedmen at different times since the receipt of Circular No 11. and have read & explained to them as best I could the provisions of said Circular in order that they may fully understand their new domestic relations existing under the law passed by Genl Assembly of Va Febry 17th 66_ & promulgated in the Circular referred to. Last Monday being "Whitsun" Monday" the freedmen were all out it being a Holliday for them they were here from all parts of the county
