Reports in compliance with Circular No. 6 from Office Supt 10th Dist Va that no change has occurred in Freedmens Affairs since his last monthly report in Prince William County- except that gradual, almost imperceptable improvement which time always brings when a bad system is supplanted by a good one in human affairs.

Very few complaints have come to him and has had but little to do, except to provide for the destitute, who are so old as not to be able to provide for themselves.
