In accordance with Circular No. 6. dated Hd. Qrs. Asst. Comr. State of Va. January 29th/66 I have the honor to report that the condition of affairs remains unchanged in this county since my last report.

There have been no collisions between the Whites and Freedmen. The citizens and County officials render one every facility in their power in transacting the business of the Bureau.

The case of Williams T. Richardson, white, vs. George Osborne, Colored Free man; in which the summons was endorsed by Lt. Col. Neide Act. Asst. Comr. State of Va. Mar. 31. 1866, that no authority exists for carrying the case before the Civil Courts," and by me returned to the Sheriff, has been tried and judgement given for Plaintif.
